After a brief tutorial on commanding units, beat the red flans and move
forward until you meet up with Penelo. Continue east and get rid of a
couple red flans. You should spot Balthier and Fran at the end of the path.
The mission ends soon after.

This mission starts with a bit of exchange between Vaan and Balthier, when
Ifrit and company decide to interrupt. Simply send Vaan and Penelo to
confront Ifrit, while the others deal with the minor targets. Be sure to
position Penelo some distance away from Vaan, and have her heal him as he
fights Ifrit.
